Dude this build is the **** bro, I tried it in Gold 2 and I won 10 games in a row with top lane Teemo. Personally though, I wouldn't start boots 4 because that's a ******** disgrace to everything and everyone ever. So take that out. AP Teemo is not about DPS, AP Teemo is about single-target poke and map control with his shrooms. Building any attack speed items past a Nashor's Tooth is so worthless it isn't even funny, and I even consider Nashor's Tooth bad on him.

If you want to play DPS Teemo, build him AD. Better yet, play a ******* AD Carry.

I think he knows what the item does in combination with Toxic Shot. He's just pointing out that Runaan's Hurricane is an insanely cost inefficient glass cannon item that has next to no use in the current meta.

I'd like to live in a world where ranged Tiamat is a thing, but that world is not a reality we live in.

Runaan's Hurricane is useful because of;
The 70% attack speed, as AS is essential on Teemo,
But mainly, the dual bolts fired at nearby dargets, dealing 10+50% attack damage and applying on-hit effects.
The main part I'm looking at here is "applying on-hit effects". In case you hadn't noticed, Teemo's Toxic Shot applys on-hit magic damage, and poison damage. In teamfights, instead of attacking just one enemy, it allows you to heavily damage THREE enemies at once. It also is useful for pushing, and if you need to, backdooring.

Exactly how is Runaan's Hurricane useful? It gives one stat and the passive is useless, especially by the time you buy it. You don't need to farm and the passive is only good for pushing, which you really don't need Runaan's for anyway.
