Every champ is designed to be completely different :3
But uh.. He scales with hp, he has a extremely strong healing passive, an execute, AOE slow, fling..
Sejuani/Zac scale with hp.
Mundo/Zac has a healing passive/ult (which is similar to his passive).
Lee sin/Elise have an execute.
Singed, Lee sin and Sejuani have a AOE slow.
Singed has a fling.
Eh. I would be thinking Sejuani/Singed. Tanky bruisers that deal decent damage, the former dealing much less though. No one is really similar to Volibear though, he gets a ton of free damage and is scary as hell if he gets ahead. Zac might be worth a shot too maybe?

The most similar you get to Voli is Singed.
Only real difference between those two is that while Voli flings a target backwards and starts bashing on the rest of the enemy team, Singed zones them with his Poison Trail not actually trying to do much dmg most of the time but moreover seperating the flinged enemy from the rest of his team.
- Both rely on MS and being tanky in order to iniate.
- Both fling a valuable target backwards for your team to annihilate.
- Both have a single inbuild hyper regeneration ability. Voli Passive/Singed Ulti.
- Both have an inbuild aoe slow.
- While Voli uses his Frenzy as an Execute, Singed played partly on AP has sth similar strong inbuild in his Fling.
