The only build I have found works in pretty much any situation, if you don't get to fed early I usually follow this guide exactly, if you do get a few kills early on and stay pretty fed throughout the game I recommend skipping the Rylai's Crystal Scepter and replacing it with a Deathfire Grasp to max out your ult re-gen time and adding in a Zhonya's Hourglass as well to get max ap.

you can use this guide for pretty much any ap mid character, 3k health 3k mana and usually over 800ap

This... is a good guide.
I'm not a fan of "Xerath's story", but atleast you added minimum coding so that it doesn't look like a wall of text.
You might want to use some font sizes to make it more visually pleasing, and use a bit more color ranges (mostly bright colors).
