0/9/21 MS quints Phoenix Udyr is totally viable especially if you start boots and have a Janna on your team. You are running around at like 400 base MS at lvl 1. You can be everywhere at once and take 3 buffs to start the game no problem. You lose some of the beefiness late game so it works best if your top plays a dedicated tank. If they don't I'd run 9/21/0.
