If a Skarner goes top, he should build AP anyway, as his whole kit scales with AP and at top lane, he can get pretty good sustain out of it with Ixtal's Impact. His only problem is mana, for which enough items like Crystalline Flask, Mana Potion or even a cheap Chalice of Harmony exist. His first item would be also most of the time Iceborn Gauntlet, which gives 500 mana anyway.

He gains a bigger shield and a bigger heal with AP. You also build more AD than armorpen on Riven to increase the shield strength.

And AP doesn't mean not tanky.

Skarner's ratios are bad. Also Riven's ability CD doesn't depend on how much AA's you are using, neither her CC is an Ultimate. Be squishy all you want, rushing Gauntlet will only make you a tank once you get another item, preferably with a decent amount of HP.

Iceborn Gauntlet = Armor
Abyssal Mask = MR
Liandry's Torment = HP

Shield ratio is 0.6, 0.1 more than Udyr.
Heal ratio is 0.3 which scales up to 0.6 with multiple procs.

Makes basically a 1.2 AP to HP ratio with a very small cooldown. Lategame that is like 500 HP every 5 seconds. 500 HP/5, compare that to Mundo. Not to mention the 430 base, which rather makes it a 1000 HP/5.

He kills you in 4 seconds and gains 1000 HP per 5 seconds. Talking about efficient.
