You end up having only Tier 3 runes anyway, so any runes you purchased before will eventually become useless and wasted IP.
The question is only: Can those Tier 1/2 runes really have a significant impact on your games?
My answer is: NO.
Low-level players make so many mistakes (sometimes tower dives) that 10 AD simply don't matter and don't change the game.
You've made a nice analysis, but really, you haven't focused on "reality".
