* Yes, indeed you can only max ability at level 9, switch your 8th E to Q and you're 9th Q into E
* I would really take magic resist blues and armor seals
* Tear first, then catalyst if you like.
* I'd take archangel's later
* Support start is good on Anivia (Lot's of consumeables) + ward to be safe from ganks
* I'd say Linadrys or more like a situational item and could be taken after some mana rgn
* Take Void staff in your build or situational
* Remove deathfire grasp and mejajs and lich bane from your items as Anivia doesn't have really reliable burst

Cheatsheet 4/10
Okay so here's already a lot to criticize. Let's start with the runes. I don't like the magic resist seals at all. They are not very efficient. If you really need something defensive here try scaling health or else I recommend scaling or flat mana regeneration. For magic resist you should rather take the glyphs cause they are way better.
Second your item build. Sapphire Crystal is not a good starting item. Usually you start with some mana regen on Anivia, for example double fairy charm if you are goind to build tear and athene's. Try something else the mana crystal is not very useful.
Tear should always be purchased before ROA. You need to max it out as soon as possible and it shouldn't be delayed that much. Athene's is usually also core on Anivia. For situational items think again about DFG and Lich Bane. DFG is only good in very rare situations and Lich Bane isn't viable at all. And please for yours and the guides sake remove mejai's.
Void staff isn't mentioned anywhere, yet it is very important. Also consider Guardian Angel and WOTA as situational items. They are both very good.
Your skill sequence is wrong. It is not possible to max a skill at level. You have to take something else and max it at 9.

The content looks a bit better than the cheatsheet. At least you are explaining your build and also a few matchups. But there is still missing a detailed explanation of the gameplay with all different stages and a detailed matchups section.
Coding/Appearance 6/10
Your coding is okay. The guide doesn't look bad at all but it's also not very advanced coding.
I also found a mistake in the runes section where you explain the glyphs. You probably forgot to close columns somewhere. Also when using columns with icon and text for the explanations try adding some space between these 2. You might want to have a look at astrolia's column guide and IceCreamy's How to use Columns.
Apart from that you can add some graphics like banners to make it more appealing.

I only bothered to have a look at the cheat sheet and I bursted out in tears...
I'll list them for you.
1. Starting items suck
2. Liandry's sucks
3. Situational items all suck, besides athene's and warmogs
4. Runes suck
5. You cannot max a spell at level 8 - you not understanding this makes it even worse.
6. Not even a mention of Void Staff.
You can't max a skill at level 8. You can only max a skill at level 9. It's the most basic of basics.

Well, when you tell me why you max a skill at level 8, maybe.
oh easy. glass cannon ap. Roughly by the time you're around lvl 8 with my build you should have the catalyst and probably the blasting wand. therefore if u properly land your q, it deals around 100 and another 100 damage on the stun. With a maxed e u will be dealing roughly 225ap and since they are frosted itll deal double to about 450damage. Adding it all up its roughly 650damage on the burst alone (exluding glacial storm and account of magic resist).
I max the e early for harass. because lets say hypothetically what you would rather get besides your e is another q correct? In that case, if you do the math the additional damage is the same (30) in either leveling your e or your q. However, your q has a much longer cooldown and also has a higher mana cost. Therefore, if you level your e you're able to get much more dps with your glacial storm active.
With one q the cooldown is 11secs (on lvl 2) and deals roughly 280 if stun is properly landed)
With an e the cooldown is 5secs (on max) dealing roughly 450 if frosted and able to cast again dealing another 450 in the time span of the cooldown of just one q. A total damage of 900. Therefore 900>280 damage
What if instead you get another w? Most dont get their second wall till way later, but hypothetically speakin, the lvl 2 wall doesnt make that big of a difference. most likely they will still have their flash and just flash through it at such an early lvl (8)

for now i'll upvote, since this seems like a pretty good guide for anivia, although I haven't played her in like forever.
couple things though, you should recommend greater seals of armor, and fix your coding for greater quintessence of ap.
everything else looks ok, although i think generally you go tear > cata instead of rushing roa.
