Is not respecting pick order reportable?
I'm seriously sick of 12 year olds that cry and troll when they don't get what they want. Like, I am a teenager(The highest amount of the player base are teenagers iir, meaning that most of us are at fault for the toxic community) and NEVER, NOT ONCE complain about what role I get unless it's jungle. Even in that case I try my absolute best to win despite not liking the role. What gives people the right to complain about picks like little overgrown pricks? Chat should seriously be disabled in ranked so pick order would always work. Obviously this would be a disaster if somebody wishes to play something unorthodox, so maybe only enable it after a certain person has picked?

Being a good team player begins at champion select. Be open minded when considering the needs of your team. If you're the last one to pick, try to fill a niche in your team that hasn't already been filled. If everyone's picked and something stands out as a deficiency in your team composition, try asking for another player to fill the gap, or change roles to embrace that responsibility yourself. Remember, that by taking on a role you don't normally play, you'll learn more about unfamiliar champions and increase your own skill level.

I sure as hell won't offer my role over to some whiny and immature ****. If they couldn't play a specific role they could've said so at the beginning in chat, and even if they didn't - they should play the role they suck at and try their best. They should not instalock malzahar mid when we already have an orianna and no jungler.
That part of the summoners code simply states that players should try and help out the team by picking what the team lacks, there is no mention about the validity of disrespecting pick order as a reportable offense.
