Is Lucian horribly weak or am I mistaken?

For example [[orianna]], [[thresh]], [[zac]] and [[ryze]] all have between 46% and 51% win rate but they are very far from bad. [[zed]] has 48% win rate yet he's considered one of the most OP champs at the moment. By your logic [[lucian]] is actually better than the aforementioned champions because his win rate is higher than their atm. I think he certainly isn't better, though.
