2) If people at your rating/level don't build armor, it also says a lot about why you can get away with this horrible build. If you were to face competent enemies, they would buy armor. I can make crittlesticks work too, as long as I face ******s. That doesn't make Fiddle AD a viable pick.
3) If you can't CS without runaan's, you suck. Buying any item just to improve CS'ing is ******ed, unless you are a jungler.
4) Your guide being under construction is no argument to be ****.
runaan's sucks, buying bf sword then runaan's leaves you with a horrible power trough, building shiv after worsens it even more, and placing LW in situational items is just wrong.
I don't know what level / elo you're playing at but anyone above gold buys armor. It's common sense and ADCs have established a general meta build because they need to maximize damage.
I honestly prefer BT PD / Shiv LW but IE also seems very strong too.
I find most players don't even bother to build armor anymore unless building tanky champs or are just really getting slammed, which is why I put Last Whisper and Black Cleaver in the situational end game items. The only time I build anything other than Cleaver or GA is if I'm absolutely stomping the enemy team and dont need defense or ArPen.
Runaan's helps immensely in getting creep advantage. I finish games now with 250+ creeps and by far the most gold earned. And even if you arent always hitting 3 champs with Runaan's, you're still bursting down a single target before they can respond. The reasoning behind Runaan's is the faster Shiv charges and the fact that it synergizes with Fishbones' on-hit rocket splash damage.
However, take this into consideration:

There simply is no valid defense for your build.
Think about it this way. On Summoner's Rift, there are no items that fit Jinx's kit that add any significant boost to Att Damage, other than the ones I have listed under situational end-game items, and maybe Youmuu's Ghostblade, but I didnt think Ghostblade really deserved a mention.
I think your argument is invalid, because there's really nothing TO add to the att damage kit. The typical ADC build caps your damage after Bloodthirster, Infinity Edge, and Last Whisper. Runaan's adds 70% Att Spd and adds the two bolts that apply on-hit effects, including crits and Fishbones' splash damage, and it charges Shiv at an incredible rate.
I dont know the actual math, fully built with Pow-Pow! fully ramped up, I can build a full Shiv charge in about 2-3 seconds. That's 100 extra magic damage per 3 seconds (with a 45% chance to crit), on top of the damage I'm already dealing.
It's basically a nice little rework on the typical ADC build because it fits Jinx so well. Just play with it, and you'll see. When you get to end-game,
>Start a team-fight
>Ramp up your 3 speed buffs on Pow-Pow! on their enemy ADC
>You should have a full Shiv charge by now
>Switch over to Fishbones (Pow-Pow's att speed buff applies to Fishbones' first shot but then drops off)
>A Shiv Proc, 3 Rockets [the first dealing 110% damage, the other two dealing 60%, + full damage to anything in splash range (this can typically wipe out an entire creep wave in one or two shots)
>Wreck their entire team with bursty splash damage, and chase them down with GET EXCITED! and pick them off. If you still have Fishbones out when they're running, and they're moving in a clump, you can still pull off more burst on them, taking one out while giving the others massive damage. You're your own clean up crew.
Not to mention, if I replace Runaan's or Shiv with another attack damage item, I actually LOSE DPS, because let's put it this way:
NOTE: THIS IS NOT ACTUAL LEAGUE OF LEGENDS DAMAGE AND ATT SPEED ALGORITHMS, JUST ROUGH ASSUMPTION
End game: I have Greaves, Shiv, Runaan's, Infinty Edge, Bloodthirster, and Black Cleaver. That makes my att 195 before APen, Bloodthirster stacks, and Runes/Masteries, and my AttSpd (again, before runes and masteries), 130%. IF WE ASSUME (I'm not saying this is actual in game fact) this allows me to attack 2 times per second (estimate guess), with a Shiv proc every 3 seconds, in a 6 second span, I deal 2340 flat damage, + an extra 200 from Shiv procs.
End game: You have Greaves, Infinity Edge, Bloodthirster, Last Whisper, Phantom Dancer, and let's say Frozen Mallet (a fairly typical ADC build, though most will jump into GA instead of Frozen Mallet). Before APen, Bloodthirster, and Runes/Masteries, you deal a flat 210 damage per second, with 70 att speed, JUST OVER half of my speed. In a 6 second span (rounding down, and assuming you attack at half of my att speed), you deal 1260 damage. Even if you replace Mallet with say, another Bloothirster, you only deal 1680 flat damage per 6 seconds (280x6).
Those estimates also dont include the fact that with my added speed, Pow-Pow! ramps up faster for me and I get EVEN MORE attack speed. I'm also dealing 1170 + 200 Shiv Proc damage to surrounding enemies per 6 seconds.
