Hitting featured should put the guide in the featured tab. If it doesn't it's a bug.
Guides with no content should be automatically delisted, if they're not then it's a bug. I've experienced random ones being the wrong feature status, but not consistently wrong.
As for giving blogs more visibility, I don't know how viable that is. There's not exactly much room on the homepage, and most people's complaint with the homepage is that it's cluttered. Do you have any ideas besides putting a box on the homepage for it?

Depending on what exactly you mean with 'no content', this might be bugged, yes. I've seen very short ones (things like "just testing, ignore this :D :D :D :D") on the front page more than once.
Edit: also I'm assuming you mean blogs, not guides :P
