Look, pro players do something for a reason. You don't have to agree with it, and of course there is some space for personal preferences. But, in the end there always is something that is better than the other. For example, playing pantheon top or mid in the current meta. Pantheon cannot beat the tanky tops right now, but he can beat a lot of mids. Also, it is a fact that if you put him in the mid lane, his ult roams become more effective. You just cannot argue against that.
Besides that, my point about spartans was a joke and while it might not have looked like one, it did not contribute to me downvoting and -scouting. I also don't see how "-"scouting a guide is rude when it is just my opinion on your guide. Scouted guides are to give the best of the best guides a little bit of extra visibility, which is something you need to deserve by having top-notch content, which your guide sadly lacks. I stand in my right as a scout to take away your spot because of that.
First of all, I'd like to let you know that I -scouted the guide besides downvoting. I just noticed the guide because it was scouted and I really don't feel like it deserves to be.
Historically speaking, Spartans are the ones without heavy armor and only fighting with a big shield and a pike, meaning that your build name is incorrect. (Spartan build =/= offtank build)
Now turning to the guide itself, I immediately frowned upon it being a top lane Pantheon guide. Pantheon really doesn't fit into the top lane meta right now and I would really recommend you having a look at playing him mid instead. He can beat most mid matchups and his ult is a lot more effective because you can roam to two sides from your lane instead of only one.
Also, I've seen some Panth being played at high elo (in mid lane, of course) and all of them max Q - this is because Q overall is a lot more reliable and effective as poke - while the total damage is really high as well with a base cooldown of 4s. E cannot be used outside of all-out trades but you cannot all-out someone if you can't get him low.
Finally, regarding your build, I don't really understand your build order. Pantheon is known for having extremily high base damages, and the typical way to amplify high base damages is simply to buy a lot of armor penetration. From what I've seen, it is a lot more effective to stack armor pen to make maximum use of that - which involves rushing Black Cleaver and Last Whisper.
If you'd like to see some Panth play in competetive league, look at this game. It pretty much shows my points.
So, let's get started.
One, you not only downvoting but also removing my scout is fairly harsh, if not slightly rude, but fine. You have issues with my guide, more power to you. I can accept it.
Second, I chose calling the tankier build the Spartan build due to the Battle of Thermopylae, the single most famous battle in ancient history that involved the Spartans, in which the held the line against a vastly stronger force, sacrificing themselves for Greece. Fits in with the tank playstyle, which is why I chose it. To be pissy over this is fairly petty.
Third, I chose top lane Pantheon because I like to take him top lane. This guide is designed to make people better at Pantheon, at least to my admittedly limited level. It does not have to ONLY be used in top lane, and I am fairly certain you know that fully well; I've used it mid and even in a bot lane kill lane. I like taking him top primarily because it takes my opponent longer to counterpush when I roam; if I go Mid, then my opponent can very quickly shove the wave and grab the turret. The massive range on his Ultimate means no matter what lane he plays in, he can impact every other lane almost on-demand.
Fourth, I build Pantheon for quick hard engages. I don't play him like Nidalee; I play him as Mantheon. I design him purely around bursting down enemies swiftly and brutally; that's MY playstyle and the one I advocate. I am not a damn sheep; I will play with maxed E and other people can play with maxed Q. The reason I like to max E is for the burst, but also because Q doesn't procc ArPen; E proccs it three times. That means if they keep trying to fight, I not only CHUNKED them, but I'm also bashing them even harder.
Finally, I build The Brutalizer first because he needs ArPen. I make it very clear that you build it first, then work on Bloodthirster. Pantheon needs ArPen, sure, but he also needs Sustain and Attack Damage, which is why I prioritize building BT after the first ArPen item. Most people don't build armor until they finish their core damage items; so I build the counter to it ( Last Whisper) after MY core damage items. If I force my opponents to rush survivability items, THEN I DID MY JOB. They now do little to no damage while I still pump out plenty, and my team can force fights with superior killing power. Black Cleaver comes last because all it really gives is a little bit of HP, which, while useful, can wait for the other items.
As far as I can tell, you downvoted simply because this guide A) wasn't historically accurate to the general level about Spartans, and B) because it doesn't follow what a percentage of high elo players do. I've watched countless games of Pantheon's, seen mid lane and top lane, and seen maxed Q's and maxed E's, and seen both win and lose on equal levels.
The more I wrote this, the more angry I became. I can take constructive criticism (I revised my guide and build order several times because of it), but you just seemed to do it because I didn't make another "copy and paste what some high elo player does" guide. Excuse the hell out of me for trying to be unique.
Take my scouted, take some of my positive rating, but you will NOT force me to be a damn copycat. I'll play my way, and, apparently, so will at the minimum twenty other people, if not more. You play it yours, and have a good damn day.

Makes me want to play a few games as Pantheon. Too bad I need to hit the sack for work tomorrow... :(
