Reminded me a looot of GameGlobe. It has same concepts although they seem to be better performed in "Project Spark" by what they have shown. The potential of making great levels with these kind of systems is awesome, you do not have to do a lot to make something beautiful. The downside of gameglobe was that story telling was absolutely horrible and that a lot gameplay aspects were very minimal because of their huge variety of content, so to make a good level, you really had to make use of as much gameplay elements to keep it interesting.
Finally the downfall of gameglobe was its cost. If you wanted to make a decent level, you had to buy a lot of props which are not all easily accessable by the in-game currency, therefore real money was most of the time required to spend. They saw it wasn't fair, tried multiple tactics to keep the game running, but eventually it died because they simply failed to find a fair way of making money with that system.
So yeah, it is interesting and it can be really fun, but I certainly hope that it will not make the same mistakes as gameglobe made.

The game, or more accurately the games, is/are probably coming out sometime early next year.
It's one of those hit or miss games, but it shows so much potential already, going in a multitude of possible ways, one can only hope that it doesn't flop out.
