The reason most Zilean guides encourage building CDR is because it enables him to use his only damage move Time Bomb more quickly and stacks with the effects of his Rewind to allow him to spam his moves.

I must politely disagree with your reasoning on this. If you are playing as support Zilean, you absolutely need to have maxed CDR in order to have and available as quickly as possible. With a level 5 on constant use when available and 40% CDR, has a cooldown of 28 seconds, which is a completely and absurdly short amount of time for such a game-changing tool for your carry. This potentially short cooldown should be abused. Without his s getting powered up with lots of AP, Zil only brings his (which only scales with cooldown reduction) and to the table, so they should always be available when necessary. Could you elaborate on your reasoning for why CDR isn't a must?
