What's better Runes or Champs?

Depending on what you play most they should be something like ad, ap, support, tankyish jungle. Support page can usually be done with the other pages though but just keep your eye out for a rune page sale and you can buy the additional rune pages for a steal *cough* Don't bother buying runes below level 20 because you're not going to use them.
