I hope you dont mind question with diffirent opinion on something, cuz i want to ask about one mastieries.
Why you picked Merciless over Meditation in Cunning tree?
I mean, 5% to champions under 40% hp, means that this talent give you kill when enemy would be at 2% or less of his hp after you hit him when he was under 40% hp. Its is really low, squishy (and as Fizz you want to kill them) with 2k hp would need to be at 40 hp or less after your attacks for that talent matter, so its like another AA. That will happen once every few games at best, in most cases thx to that talent you get bigger over kill, what give you big nothing.
On other side you have Meditation that give really nice mana regen, what allow you to stay longer on lane (longer in lane = more exp and gold = more dmg), there is higher chance that it will save you (by using E) from death than that you get kill from Merciless. If Meditation allow you to use one spell more to get to safe/ kill/ harrass/ clear wave its a much bigger than Merciless will give you in few games in a row. And if you will kill one or two minions thx to staying longer on lane cuz you have mana for E if you would be ganked, even then Meditation just got you more then Merciless will give you in most games.
At start i though that Merciless is pretty nice, but when i starting to counting and doing math i get to conclusion that Meditate its just superior to Merciless. And Meditate can actually turn to higher dmg too, cuz there will be more situations when you dont have mana for finishing enemy then that he will leave with 0-2% hp (if its in teamfight he will die anyway even if he would stay with that much).
Ofc, someone can say that talent is just bonus dmg, it dont need execute enemy, but i think its only reason to consider that talent. If you want just to poke someone with 40% that talent is a waste too, cuz diffirence between leaving enemy at 20% or 19% of hp is nothing. That talent is for kill and it suck on it cuz that amount is so low, that it in most cases do nothing when you compare it to great mana regen from early to late.

edit: that 2% its actual a bit lower (around 1,9%), but i rounded it up. And you need remember, that lower is enemy, the lower Merciless execution will be. If enemy is at 20% hp, Merciless will kill him only if he will left up to 1% (if he will have more he will survive Merciless dmg, if you deal all 20% or more it will be bigger overkill) hp after that dmg, at 10% hp, when he will be left up to 0,5% hp, and so on. 2% is only if he have exacly just below 40% hp.
Hey, you made some awesome points, Really do love the feedback, i chose merciless over meditation due to the play style I have, it allows me to get those early game kills much better, and since i run barrier, it only go all in, i don't tend to poke a whole lot, i sit back in lane till level 3 and then go in for a kill, but if you enjoy poking with fizz mediation would be the route to go. I hope this answers your question, if not feel free to post again, and ill do my best to answer :)

Amazing guide! I just have one question.
When I play Fizz, I almost always max my W after I max E. I pick it over Q because of the extra damage over time. I personally feel like it's more viable in quick lane skirmishes early and mid game. Is there any reason you max his Q second? Is it solely because of shorter cooldown at higher levels, or does it have a higher base hit that I'm not adding up?

I like to max Q first due to its CD and poking ability, its damage is on par with W but, when trading in lane, you don't auto attack too much, so its better to get the attitudinal damage off the Q, but it all comes down to how you play your lane :)
