E max is better in all aspects because it increases your mobility very significantly meaning you can more easily press your advantage when you're ahead.
At rank 5 your Valor’s cooldown (flat without CDR) is 6 seconds and that goes to around 3.6 seconds with MAX CDR. At rank 1 its at 10 seconds and it turns to 8-6 seconds including CDR, which imo is perfectly fine for being in mid game. Having a high damage, extremely hard to miss stun is much more beneficial, especially if you’re ahead. It just means you can burst faster and do more damage in general. Because in lane, Riven’s all about instantly bursting the opponent down when you’re given the advantage in order to snowball and carry,
Max E when you're behind, max W when you're ahead and just going to need the damage.
