Yep the phantom dancer is ******ed: It doesn't give you any AP to burst, the critical is almost useless with the low AD from rageblade+cutlass. Both crit chance and AS are for damage overtime, which is not that useful if you have no survivability. I'd rush veil after the rageblade and simply forget about the phantom dancer, specially considering that if you survive a little longer you may reach the attack speed cap with the buff form the ult, rageblade and some buff from allies. Oh and get attack speed marks, no explanation required.
