Yeah well if you'd ever bother to look at ANY competitive player or game you'll hear them saying graves is by far the best pick vs lucian and has a good shot at beating him.
Purely statistically, Graves vs Lucian matchups go the way of Graves (Graves winning about 52% of them).
The reason why Graves does well vs Lucian is because he has more burst, just about equal waveclear and harass and has no issues at all getting in short range in order to get his massive Q burst down due to range. His passive also means he's a lot more resistant to Lucian's lane bullying.

yeah well if you'd bother to open your eyes you'd see Corki who does everything Graves does but better and has far more reliable damage and escape and is picked against Lucian instead of Graves who is n0t top tier m8
Corki being better doesn't necessarily make Graves not top tier.
And I definitely feel like Graves is far more reliable in terms of damage. His abilities are damn near instantaneous and rather hard to dodge (Their hit boxes are massive). He also tends to outright obliterate people early-mid game. Corki has to do that repeated missle whittle em down stuff, and all of his abilities are far easier to dodge.

wouldn't make sense for him to be in the same tier as corki and lucian if they both are far superior and aren't easily countered tho would it?
ya graves is super strong if he gets ahead but at least if corki's ult gets sidestepped(and it's very possible in graves' case :>) then he's gonna have it up again in a few seconds

That's true but it also doesn't make sense for him to be in the same tier as Jinx/Twitch/Ezreal/Whatever if he's far superior to them, which in my opinion he is. The discussion in that case becomes whether he belongs at the bottom of tier 1 or at the top of tier 2 which is honestly a fairly arbitrary thing to argue about. It makes no actual difference which it is, realistically he's in the same position either way.
that kind of thing is one of the reasons why tier lists suck
Revision 4: Kalista has been added to tier 3 of ADC. Taric has moved up to tier 3 of Support. Yasuo got moved down to tier 2 of Mid, while Azir was moved to tier 1 and Swain moved to tier 2. Elise and Evelynn moved to tier 2 for jungle, while Shaco rises to tier 1. Lulu moved to tier 2 top, while Ryze was moved down in tier 1, Gnar was added to tier 1 and Viktor and Azir have been added to tier 2 of top lane.
