Thresh Ability (LoL): Flay

Passive: Thresh deals bonus magic damage on each auto attack. The damage is equal to the number of souls he has collected giving 1.5 attack damage per soul plus 80 / 110 / 140 / 170 / 200% of attack damage, depending on length of time since last attack.

At 255 souls, Thresh gains a new buff called "Soul Gluttony." It shows the current value of souls as well as the armor and ability power that they confer. The Damnation buff vanishes, and starts again at "1" with your next captured soul. Should you harvest another 255 souls, Soul Gluttony will update its counter to show 510 (2 x 255), Damnation will vanish and then restart at "1." In this way, you can keep harvesting souls up to a cap of 999,999.
Damnation was implemented in this manner to account for a binary number limit on its counter.
Yes it does! And it is powerful...if you make it that far into the late game for attack speed to shine. The other aspect of Flay is to add a percentage of your attack damage as bonus damage. This percentage scales with the amount of time since your last hit. It makes building crit chance items a viable choice so that your first hit on an enemy champ is a monster.
