All particles are held in a different set of folders (if I remember correctly).
In order to get those files to work on the base skin you would need to modify the actual particle files.
I'm not quite sure where those are at now either, I've not done any custom skin stuff since they redid the file system.

You could edit your client exe to load the firefox skin instead of the original skin i think, but i don't think that that would be easy.

Some skins (Like the Firefox Ahri skin) use extra files to attain SPECIAL effects
Meaning that they would have files that are not found in normal skins.
How would you go about making these files work on base skins?
So to give an example...
There is a file in the Firefox Ahri archive that is called "Ahri_Fire_Burst.dds"
This file doesn't exist in the normal Ahri skin folder, so its obvious that it is used to make a effect in the Firefox Ahri skin. How would you make it so that the file in question will work for the normal Ahri skin.
