In my opinion a great solo top pick ATM is Riven, all considered she isn't strong against any particular enemy, ye she's not waek against them either plus she's nearly ungankable while can set up for great ganks.
She can't dominate her lane alone, but her farming is so damn easy it feels like cheating and her sustain is actual since she has no resource system.
Most people think she should be an aggressive jungler, she can be and does that damn well, but she's also a great pick if you want a stale lane top.
Oh and she actually slows nasus and Singed farm a lot.
