Okay now I noticed one thing, that I find werid about Twisted Fate's Stacked Deck. It says that all of his abillites lose 15% of thier cooldown (when stacked deck is maxed). So I decided to test this,my destiny was on cooldown, and I completed a stack of Stacked Deck yet the cooldown was not reduced. So did Riot make an edit to this, and not change the text or was this a glitch?

it doesn't effect skills on cooldown, it lowers skills you use while it's maxed

Yeah, it wouldn't make sense if passives were only reduced when your deck was "stacked", so to speak. It's much simpler for the passive to be on all the time.
