I doubt it's Riot.
The fact that the image is hosted on imageshack and the logo in the tab both aren't something Riot would do.
If it does happen to be them, all I can think of is an RTS style LoL game, as Yuki said, it could be to do with constructing stuff or something.
My best guess is a random fan site started by OP (considering all of their posts are in the thread) who wants to start some hype about it.
