@Zio, Karthus is one of the STRONGEST ap carries late game in high elo. Next to only Cassiopeia I'd say.
The reason you don't see them often enough is that the level of skill required to be amazing at either one of these champs is ridiculous. the average actions per minute (APM) to be "good" at them for LoL champs is around 90-100 APM. For karthus his apm is around 140 and Cass is around 150. They require SIGNIFICANTLY more APM, and as a result skill, than standard champs like annie or jarvan. They aren't played often in high elo because it is easy to make a mistake with all the actions one needs to perform in a short timeframe, not because they have low damage output or not enough utility.

Karthus is under the Sustained DPS AP carry not the nukes....So he fits in with Ryze, Cassieopia...Not Brand and Annie. His ultimate is his only "nuke".
BoT: I'd go with Karthus, Talon is fun, Karthus is fun too...But he's also a team oriented champ.

Karthus is a great AP carry at every elo. ScarletDoom, Phantoml0rd both are in the highest of elo rankings and still do very well on him.
To the OP, both are very good champs. I'm biased to pick Karthus, but if you need solo top champs you should probably take Talon. Or if you don't have Singed, he stomps the hell out of low elo. Like, it's mind-boggling how easy it is to get people to feed you in low elo.
