Wukong hands down. Crushing Blow would also take down towers pretty quick, if not quicker than Shaco and his clone. With a normal build Wukong will be tankier as well and Cyclone has incredible damage and CC late game.

Wukong easily. Unless the enemy is dumb enough to walk in a shaco box nest over and over again.
