Making Gragas's Q like Lux's E (CD triggers at the moment of the spell cast and not after the detonation) wouldn't hurt the champion balance, as long as they increase its cooldown by 1 second.
But what I really want is to make Gragas's Q like Anivia's Q: I wanna detonate the barrel while it rolls, not only after it stops.

I does work this way already. Just throw a lvl 5 barel and wait for it to explode. 2-3 sec CD while it's supposed to be 7. This makes this whole thread and comments about balance very entertaining.
