I wouldn't use those masteries. I'd run herp derp offense in masteries.
21/1/8 The mana regen is KEY.
Runes would be my 15 ArP 30+ armor page. If I wanted to specifically counter Riven with GP I'd make ArP reds, Armor yellow, flat mana regen blues, and Armor quints. That would be the optimal page vrs Riven. Spam Q and W forever.
It's a war of attrition, you're not going to win hard engages, you're going to wear her down over time and force her out.
I start cloth armor 5 pots, and I carefully Q spam. It's it and out. This begins at level 1. Before she hits lvl 2 you can often times zone her, since you have 78 armor at lvl 1 and magic damage in your passive.
With gear it's all relative, but eventually you'll want 2-3 D blades, a chain vest, and from here it's all optional.

lol Duff basically just described a good way to do solo top gp, except that I do it differently with success too.
same runes except scaling glyphs instead of flat, run 0/9/21, start boots + pots, max q by 12 and w by 13, wriggles + Philo, no problems with Riven at all in my experience.
I can't remember the last time I built a Dblade on GP, not sure it's worth it all tbh.

It is when you're trading with Riven (She will catch you if you Q, and you have to Q) and you need to be big enough to win. Riven wants to burst engage and disengage. You stand and fight hard when she engages, and don't let her disengage. You Q spam the **** out of her when she runs and land as many auto attack as you can.
If there's any doubt, just try 2-3 d blades and a chain vest. It's pretty remarkable how sturdy it feels, and you deal decent damage.
