Hadn't had that problem yet, only had people dodging coz of some really bad pick, or I myself dodge after getting the same Ezreal twice (he prioritized brutalizer and manamune previous match and did no damage :> )
So eh, not sure I agree, but if a lot of people suffer from this problem then I guess it's a necessity

I never ever dodge. Even when my team goes full ****** and start insulting each other in loby. One of them will most likely dodge anyway (ragers are much more likely to dodge than mature people), and if we get to play, meh whathever, gotta work this out.
Some poeple say you should be able to dodge without punishment because "stupid teams blah blah blah". I say people will punish themselves for being bad teamates and will stall while good players will eventually climb. Cream of the crops.

It is 15 minutes if everyone has picked already. In ranked it is 30 minutes for an ealry doedge and 1 hour after everyone has picked.

Right now the quee times are easily 30 minutes long because of 2-3 leaves every ****ing game.
