The question is how much health do you have and either way i would wait and get a stun or a poison or something on him maybe exhaust but get him running then chase him down and do all the damage you can.

If we can kill him, stay. If we can't, run.

If I'm playing veigar, pre-place my stun + AoE so he lands on it. If I'm playing sivir, stand at the edge and activate spellshield for the free mana.
