MR is better on lee sin imo, still need to release my damn Jungle guide on him, since I think all the other lee sin jungle guides are a joke.
Lee Sin is played so wrong these days that when I see him in lane I know I can win.
But on topic go for the flat CD reduction.

I agree with the above. His cooldowns aren't a problem.

Tbh its to each his own. Lee sin is great in lane but only in solo in duo he can do good but has to farm and its better to have a ranged ad bot.
I prefer him in jungle as its practically a solo lane. I know how to gank correctly with him which gives me an assist or kill most of the times I go to gank which solves my problem of items (im not mentioning my build cuz I will write a guide on him soon)
However if in lane I think CD might be a bit of an issue.

Jungle: ArPen or AD Marks (which ever you prefer), Defense seals (greater seal of Resillance), MR seals, for quints its a matter of prefrence I go AD quints but you can go HP quints also
This ties in great with my jungle build so its why I use it.
For Lane you pretty much go the same I guess but change MR seals for CD seals.

Blues are largely useless in the jungle anyway. Just use whatever you like better for skirmishes and late game teamfights.
He's not very cooldown limited.
Just get MR/lvl glyphs, they're cheap :P
If jungle you'll probably wanna run: ArP marks, armor seals, MR/lvl glyphs and AD quints.

If you really want to go with CDR then you should probably do a mix of the two, with more focus glyphs the better you want your early game to be and more celerity glyphs the better you want your late game to be.
