All I know is, I saw a Teemo with Rage+Gunblade and he started destroying people. Added a Frozen Mallet and he was also hard to kill. He had enough damage to kill marksmen really quickly and was really hard himself to kill. In other words, eventually when Teemo died, he had already done his huge part to win the teamfight. I have the feeling this is going to be a very strong champion.
you can max q for poke. It depends on the matchup. Generally if you have a less favorable matchup you do this (if you are ap that is, which is common and i'm unsure about ad teemo in this season). Examples of less favorable matchups would be assassins and people who outrange you. Usually teemo struggles against people who outrange him or can just kill him quickly.

Basically this. If you want to really learn how to play a champion, just go play them in a normal game. Everyone was **** at the game at some point, may as well get yours out of the way as soon as possible.
Build based on what you think is good. If it's not, you can sell it. And if it is good, well now you're winning the game even harder. Simple as that.

Max {E}, zone your lane like crazy.
Place Shrooms like Techies mines: in bushes etc.
Use {Q} to disengage.
I don't really know anything else.
