Everyone said it already, but here is a general list from a Quinn fan.

1). Her low range and slow attack speed make her a horrible adc against Cait/Ashe/Varus and a lot of others.

2). Her W and E have no actual damage tied to them making her an auto attack q attack

3). Her Ultimate sends her into melee or escape meaning you have build bruiser items on her which aren't needed on other adc's - this is why her late game is weak. her damage is actually really good, but the fact that you have to build bruiser items or not use your ultimate is what harms her.

4). Her passive is bad. It pops up on random champs not always the one you want, and if you don't take advantage of it, you lose as significant chunk of damage. Your best damage is to have your passive hit a champ then you auto him then E then auto again. This is a problem because you have now used your only escape in order to actually use your burst. The passive is also seen by everyone therefore if they get it they know you are probably going to attack him (only champ in the game where everyone knows your passive is up and that you now are going to attack that specific champ).

5). Her ultimate and low range actually make her better on top lane where she can harass the bruisers and build more bruiser style. However she can't tank and doesn't have the natural sustain of other top laners.

Y'all are seriously underrating Quinn. I think she's way better than what people give her credit for.

Her laning phase is surprisingly strong but her ult holds her back really. Although I like to just split push with BT -> Triforce -> LW

Yes Quinn is a good ADC, but like Mooninites said things are being repeated.

and like others have said, she has a weak late game due to her ult putting her in the middle of team fight by making an already weak ranged ADC into a melee fighter with no armor. Or it takes her out of the fight by having her chasing down champions that arm't top priority, thus taking her away from team-fights. Also her random passive holds her back as it may not always proc at a good time, or on the champion you want. Yadda Yadda Yadda, RNG sucks

Quinn is good but others do her job better at the time being.

Look I just repeated things :P
