Are you talking about the mastery planner here or in the guide editor? Both seem to work fine for me, so I'm not sure what the issue is you're experiencing. Are you saying you need a total of 23 points in a tree to select the keystone mastery?
As for your second question, your current guide doesn't seem to have any builds added. You can add one by selecting an empty slot of the top (see image below). Once you add a build for the champion your guide is for, you'll be able to set summoner spells, masteries, runes and item purchase orders which you can name.
