I was having the same issue. For the past two evenings, November 23rd and 24th my latency was jumping all over the place while playing LoL. I was jumping between 50ms and 1500ms. On the 24th I was able to confirm with my motherboard's software that Google Chrome was stealing much of the bandwidth while i was playing (Mobafire being the only site open within Chrome).
I realized the problem in the middle of a match and immediately closed Chrome. From then on I had a consistent 50ms and no other issues.
