Try to pair with a tank or someone that has a stun/disable - preferably both. Great picks are Taric, Shen, and Rammus.
You use the net by putting your back to a thin wall - you can't jump over massive ones but you can jump down ledges and through the smaller jungle walls (e.g. the one by blue or red buff).

In my opinion you should pair up with som1 that needs lasthits on creeps like Nasus/Sion and so on. Or just a carry that needs items to be effective.
You are a great (if not the best) harrasers ingame so you can keep enemies away from your teammate for him to safely lasthit creeps.
Or pair up with some another ranged (any tbh) and push lane so you could finish the tower and start roaming the map.

Another good partner is Nunu. His slow, plus attack speed buff he can apply to you rape early game. Allows you to rain down auto attacks while they are slowed. Very effective.
