I think it's good in junglers cause it let you move faster in the jungle and gank a lot.
1,5% seems really small but you are going to fell the difference, especially if you start with boots.
Ofc, you need 3 quints. But they are expensive, if you are not sure about them, try some other standard runes.

I think they're awesome. I feel your pain though;
as they are expensive. I have 3 and I think they're fun.
You also have to take into account how you'll be able to
use them for other champions as well. Plus, depending on
your setup, your masteries will also add some movement speed.
All that, coupled with the champion X's base move speed +
boots = Fast. Double trouble if you can get a Janna on
your team too ;D. It's also great on champs like Singed :D.
Especially if you have ghost too hahaha. You can zoom around
the map like this with Janna ^^. Personally, I use these quints
for jungle Alistar ^^, so I'm sure you could find some utility
in them, for Nunu and Skarner.

They're not expensive compared to other Quints.
They're definitely worth it and good on champions in practically every role. They're the quints I bought first on my EUW account since they're applicable to everyone.
If you play with them a lot you will notice the difference once you take them away. They are very good on champions like Vladimir that want to dodge in and out in lane and harass. Like others have said they're good on Junglers / Top laners that require speed to be successful such as Udyr, Shyvanna, and Mundo.

They work with pretty much any champ, depending on what you desire. I use at least 1 on ap casters and I can tell the difference. It's less AP, but it allows me to be more aggressive (unless opponent also has it, then it's balancced)

they're worth it, movement speed is good on every champion, they're kind of like health quints. Every champion wants health just like they want movement speed. Great on junglers. Starting boots + movement speed quints can bring you to like 390 movement speed on mundo or alistar. Also work well for AP mid's

MS quints are probably the most well rounded runes you can buy, any character and role can use them effectively. If you are talking about jungle Skarner, I would definitely say yes. With your Seismic Bastion, Boots, and MS quints, it should put you to around 450~ or more movement speed. You will definitely notice an improvement in speed and ganking power.
