as a caster, i think its best to start out with a sapphire crystal.
upgrade that to the tear of the goddess and then buy boots.
afterwards, upgrade tear to the archangels staff, mejais soulstealer if you are doing good, and obviously an important item would be zhonyas.
crystal staff would also be good, as you dont have much cc other than your ulti, and silence isnt that great of a cc.
for runes? i'd say flat health quints, and some spell penetration, and maybe some mana/regen/ap

ok unlike many casters, i recomed using 9/21/0 build not 9/0/21. The defensive masteries realy help you. Why? Coz of your ultimate. It has a very short range (eventho it got boosted last patch) and you are stuck channeling it taking all the punishment. Ardor will nicely boost your AP if you have runes for Mpen/AP.
Prio skills are Ulti->Visions->CotV->Zone. With 1 point in zone on lvl 4.
Like most casters he is a combo-champ. Visions->Zone->Ulti->(if alive)CotV.
I suggest skipping the book and staff. Get RoA first it will give you HP you need and it will stack slowly. Than go for AP AP AP AP. His spells scale too good with AP (80%, 80% and 150%) so i would suggest going straight for ring after RoA. Than get Rylai for slow and additional HP. Mana will never be an issue coz visions will give you tons of it.
Remember to put visions on a creep and dps it a bit untill it jumps and so on so on. My tips but i am not a pro player with him :P (too costy 6300IP ) :P

listen to dewo hes a better player than me. though mine was just for a general caster guideline as i havn't played mal, as he costs too much for me lol.

If you take a look at my build, I pretend most things are relatively right (except item build, REMOVE Nashor's Tooth, god...). Runes, masteries and spell might be somewhat interesting but pay more attention to ability order and play style. While I totaly changed items, I think some pointers there sould let you play not so bad while you develop your own playstyle :) (With my new silly build my teamates call me stupid and stuff early game, but I still end with high kill/death ratio. Ask me for it if you're interested)
