Candy Panda DOMINATED Caitlyn in bot lane as Ezreal against Chaox during IEM if I recall correctly, his early game is just ridiculous in the right hands. But he falls off a lot late game :\.
But yeah, his rather weak late game and no CC put him a bit behind.
Pretty much this.
He should only be used on early game sort of teams. I'd imagine he'd be great with a Soraka just because Soraka is crazy early game.
AP Ezreal is just for fun, to deal real damage you need to sacrifice your only escape mechanism and jump into the middle of the fight, or you only really have one non-ultimate offence spell.
To put it bluntly - anything AP Ez can do, other champions can do MUCH better.
