You should honestly get per/lvl, most scaling runes pay off by lvl 4 and because the actual need for the reduction isn't needed until around level 6 when most of the combat starts up. Now if it was something like flat heath, and you are a tank, you would want to have the health right off the bat to be aggressive from the start
Where if your enemies aren't ******ed, they wouldn't try anything stupid before that. :P

ok lets do a little math. and i'm only doing this with the greater version.
glyph of celerity is .05%/lvl (max .9%)
glyph of focus is .65% flat cooldowns.
you would have to be lvl 13 to match at .65%
marks there is only flat at .16%
for quints
.13/lvl (max 2.34)
1.64 flat cd
you would have to be lvl 13 to get more cd at 1.69%
for seals
they only have flat at .29%
so, a full runebook of flat cdrs will be 5.85 + 1.44 + 4.92 + 2.61 = 14.82%
full runebook per level cdrs will be 8.1 + 1.44 + 7.02 + 2.61 = 19.17%
so, scaling runes will start to pay off at lvl 13 and end with 4.35% more cdr.

I'm using a mix to get 12% base CDR from Glyphs and Quints, 2 Quints Scaling, 6 Glyphs Scaling, 3 Flat Glyphs.
IIRC it gives almost exactly 12% CDR, combined with 3% from offensive mastery I start with 15% CDR at lvl18. Which means my Nashor's Tooth finishes off my CDR. This is for a Hybrid Kass build, but the basic thought process holds tru for any optimization, having extraneous CDR is a waste, and the earlier "equilibrium" gain between flat and scaling just means they pay off that much sooner.
The problem I'm having is in getting 16% CDR, full scaling Quints and Glyphs only hit ~15%. Which is 1% short of giving me 40% CDR off a 15% CDR item. I'm not a fan of dipping into seals for the CDR, but I'm getting the feeling that I'm going to have to.
