I find Lee sin way more fun to play, nocturn is just kinda.. "meh"

You can lane nocturne as well, people just don't really do it. He's really good late game I guess it just hasn't clicked with a lot of people yet.
They are both good characters so I'd say which seems more you. At least that's what I tell everyone making difficult decisions.

Keep in mind Noc is a bit more of a Tanky DPS Anti carry ORRR a tanky initiator, depending on how you build.
Lee is a sort of Offtanky assasin who can burst well with damage and with W and E is also fairly tanky and disable... ey... >:P His R is also good disruption and good mid-fight.
Take your pick, both are strong, both are viable ^^

IMO, the important part is that you play a champion you have fun with, weither he's viable or not.

The problem is that her boomerang blade thing is utterly useless in team fights. That's the only reason why she is underpowered IMO

It is, if you compare it too a similir skill like caitlyn's Q. Losing 20% after every target is way too much to be viable in a teamfight.
