Your basic function is hard to describe as a tank and it differs between champions.

League is a game with very few "True tanks" and by that I mean there aren't many champions with enough CC to fit the classic definition of what a tank is in gaming.

Some of the closes examples might be champions like Nautilus, with looooads of CC's. In my mind, he's a true tank, and one of the only true tanks in League of Legends.

An example of a champion who is often called a tank but in my eyes barely makes the cut of "Tanking" might be Cho Gath. A tanky aggressive damage dealing champion with some good CC's to boot. You can achieve a "tanking effect" by threatening carry types with your damage on a champion like this and using skills for CC.

Due to the vague generality of a question like, "What is a tank" the answer is hard as well.

Try not to categorize in League of Legends. Just view things for what they are.

Judge their damage, judge their CC's, consider items that might boost utility like shurelya's or Aegis or Randuin's, and judge what you can do based off of that, not based off of a title somebody slaps onto the champion.
