Does this item still increase Caitlyn's range? I saw it can go from 1300 to 1450 when her passive is at full stacks?

It does work on melee champs. And by extension it also works on dashes that function as an auto attack, such as Rengar's leap and Ekko's E.

AFAIK yes. But since the increase in range is only a small % of your base range, it would be a small increase in range (plus the damage).
