I love this item on mage supports like morgana. it is a wonder ap buff and at the same time has that supporty feel you need. Its like the best of both worlds. the only problem is it required a bit of gold compared to other support item.

The slow is applied on:
ANY ACTIVATED ABILITY (NON-PASSIVE) THAT DEALS MAGIC DAMAGE
And the slow is activated:
UPON DEALING THE DAMAGE

Teemo's mushrooms do indeed apply the rylai's slow. Nunu's ult will apply the Rylai's slow after the damage is dealt, but not before.

Yes, it applies to any spell. It'd only apply the 15% slow on that one, though.

It should apply on the DOT for Tiger Stance, and it does apply on Pheonix Stance.
