Cleanse+ Tenacity = Immune to cc?
My question is if you have for example mercs tread on a katarina and you pop cleanse then ult, your ult can't be canceled?

You can't "prevent" CC except with the spellshield from 
Banshee's Veil (unless you're Sivir or Noc, who have their own spellshields, as well as Olaf that can become immune to it with Ragnarok). All You can do is reduce it's duration, but Death Lotus will still be interrupted.

No, you can't Cleanse hard cc like knock ups and knock backs.

You also can't use summoner spells when under suppression like Infinite Duress or Nether Grasp unless you had Quicksilver Sash
