a lot of this data is old and based on a few patches ago (with the help of proguide and mobalytics and other sources). Panth gives a good amount of utility and recently we even see him as sup. even at worlds. I haven't personally played with him even once. I think he deserves a better place in low elo section.

tahm is there. This one is for high elo and I don't think tahm tricks would work well in high elo. He actually doesn't even have a place in popular tier lists like mobalytics and proguides.

and kinda sad to me to be honest. I remember the first time I played against him as Kayle I did not expect the damage. I did not expect the shield and I did not expect the fact that it's so hard to run away from him... I remember going 0/5/0 early game and he even got first blood on me... however, I'm Kayle and that game became a 40m+ game... I could end up as 12/5/7 with the help of my team and [kayle]'s late game.

I can't remember a time when Darius hasn't been OP. He's just a beast and will probably stay OP.
and Fiora wasn't really considered as OP as Darius but riot still gave her a nice buff. Whatever tier I check I see them both at top.
