I want to say a few things about this tier list.
These are all based on my own personal experiences, meaning I do not have a team when fighting these champions, I am low elo so my skill and game knowledge is almost non-existant and I can't use item actives because they often just don't work. (mostly because of my own slow reaction, but often because a lot of these champions have cc which completely block out item actives)

Absolutely broken, no counterplay
These are the champions that no matter how much I try, I just can't do anything against them.

broken, but can be zhonya'd kinda
Champions which can be kinda stopped by using zhonya's, if they don't stay until your zhonya's ends.
