Implying you or someone else have an average-slightly higher than average skill level with the champ, this is their placement on my tier list when playing Ranked Solo Queue.
I am by no means qualified to tell you how SoloQ works, but this is what I am guessing it's going like right now. Anybody in the Overtuned tier is worth banning. Anybody else on this list requires you to be countered by them for it to be worth it. Anyone in Garbage tier is not worth the ban. Just abuse their obvious weaknesses.

Overtuned tier
These champions are almost always going to work extremely well. Whether they're too tanky, deal too much damage, are unable to be stopped, or all of the above; these champs have too much going for them. Ex: Thresh is ALWAYS going to be useful with his kit having a tool for all situations minus sustain.)

Solid tier
All of these picks work implying team comp accepts it. A few counters, but not worthless.

low/Needs some HELP tier
They need a little bit of help, but with that, they'd be pretty strong-- like they probably were in a previous meta.

garbage tier
There is most likely a very large flaw in their gameplay.
