his jungle winrate is 45.9% in total, below 40% in high elo and when you pick him, you usually enforce a counterpick on lane, which is basically the only value i could see.
Also, I can't see the way Ornn can be behind considering he doesn't need to go base, like ever.
I would say that everyone who puts 10+ games into Ornn jungle would make him S+ tier.
