Can't agree with the list. Aatrox just needs correct runes and he gets really good. I love playing him. Nunu and Riven are well done IMHO too. But the preferences for the champs also depend on your preferred style and way of thinking. So this might be correct for you, but not for me.

I do agree with you with the buff. is a very good champion but still need a little buff that is truth.
Regarding your rework tier, I disagree, for example it's is a very good and unique and interesting champion. But you have to learn more about him.
